All y’all Euro-Cannucks can rest easy – your “milli-problem” has been solved by the National Oceanic and Atmospheric Administration:

Precipitation is known to actually be in units of millimeters (rather than hundredths of inches) for several stations outside the U.S. mainland. We believe that this problem is confined to Puerto Rico and the Virgin Islands during the early 1960s.
